Nursing Workforce Reauthorization Act Passes House

November 3, 2019

The U.S. House of Representatives on Oct. 28 passed H.R. 728, Title VIII Nursing Workforce Reauthorization Act. Introduced in January by Rep. Dave Joyce (R-OH) and Rep. Tulsi Gabbard (D-HI), co-chairs of the Congressional Nursing Caucus, this bipartisan legislation would reauthorize programs and grants that support the recruitment and retention of professionals for our nation's nursing workforce. The House passed H.R. 728 by a unanimous voice vote.

"Title VIII is the largest source of federal funding for nursing education. These programs are vital to prepare nurses to provide care across all practice settings and in rural and medically underserved communities," said American Nurses Association President Ernest Grant, PhD, RN, FAAN. "I want to thank Rep. Dave Joyce and the U.S. House of Representatives for passing this unanimously. ANA appreciates Mr. Joyce for his continued leadership on nursing issues."

ANA Responds to Trump Administration's Executive Order Expanding Medicare Services

October 11, 2019

The Trump administration on Oct. 4 issued an executive order that aims to expand health-related services for millions of Americans and eliminate burdensome regulatory requirements for providers in the Medicare program.

ANA is pleased that the Trump administration recognizes the value of advanced practice registered nurses' (APRNs) services to health care consumers and the Medicare program by proposing to:

  • Eliminate excessive supervision requirements that prevent APRNs from delivering appropriate diagnosis and quality care.
  • Provide equal pay for equal work, with Medicare reimbursing APRNs at the same level as physicians for the same procedures.
  • Enable APRNs to practice to the full extent of their education and clinical training.

ANA looks forward to working with the administration on the details of these policies and implementation through the regulatory process. Read more

November 8 2019 Rule Making Hearing on Hospital Expenditure Report Data Collect

October 1, 2019

The Department of Health Care Policy and Financing - Medical Services will be holding a rulemaking hearing on Friday, November 8th, 2019, 9:00 am on rules regarding Hospital Expenditure Report Data Collect. The hearing will be held at: 303 East 17th Avenue, 11th Floor, Denver CO 80203.

The purpose of this rulemaking is:

The recent adoption of House Bill 19-1001, Hospital Transparency Measures to Analyze Efficiency, codified at 25.5-4-402.8, C.R.S., requires the Department of Health Care Policy and Financing to develop and publish a report on hospital uncompensated care costs titled the Hospital Expenditure Report. To accomplish this, hospitals are required to report audited financial statements, Medicare Cost Reports, and additional self-reported data (utilization, financial, and physician and hospital acquisitions). The proposed rule provides definitions of key terms and details the data collection process including specifying the hospital statements to be collected.

If you believe there will be a significant negative impact on small business, job creation or economic competitiveness, you may request that the Department of Regulatory Agencies require the rulemaking agency to prepare a cost-benefit analysis of a proposed rule or amendment. This request must be made to the Department of Regulatory Agencies by Tuesday, October 15th, 2019.

You may also submit comments directly to the rulemaking agency for the agency's consideration during the upcoming rulemaking hearing.
