DORA Working to Process Licensees

The Division of Professions and Occupations and the State Board of Nursing have been working diligently since the enactment of SB 18-027, Concerning the enactment of the Enhanced Nurse Licensure Compact,on January 18, 2018, to find a solution for those applicants and nurses affected by the new requirements of the eNLC. For those nurses licensed between July 21, 2017 and January 18, 2018, the Board partnered with the National Council of State Boards of Nursing to obtain a 90-day extension of their compact privileges. This provides a 90-day window for the implementation of the Colorado Bureau of Investigations’ fingerprint background check process and the review of the completed background check. For those applicants who are qualified for licensure but for the required fingerprint background check, the Board and the National Council of State Boards of Nursing have approved the issuance of a 180-day temporary permit, pending an attestation that the applicant has fully disclosed his or her criminal history on the application. This gap measure will authorize the permit holder to practice nursing, in a setting in which a Colorado licensed professional nurse is providing supervision, while awaiting the implementation of the Colorado Bureau of Investigations’ fingerprint background check process and the review of the completed background check. The Board believes this process will provide an opportunity for the qualified applicant to work during this transitory phase while still ensuring both compliance with the compact and public protection. Enhanced Nurse Licensure Compact (eNLC)

Colorado entered into the new Enhanced Nurse Licensure Compact (eNLC) with the adoption of Senate Bill 18-027. The eNLC increases access to care while maintaining public protection at the state level. Under the eNLC, nurses are able to provide care to patients in other eNLC states, without having to obtain additional licenses.

For nurses with licenses issued on July 21, 2017 or later:

  • You must obtain a fingerprint background check in order to continue practicing with your multi-state license after April 19, 2018. Instructions on how to obtain a fingerprint-based criminal background check will be distributed as soon as available by the Colorado Board of Nursing. Once you receive that information, it is critical you obtain a fingerprint background check as soon as possible in order to avoid delays in processing your application.
  • If your fingerprint background check is not completed, processed and received by  the Board of Nursing by April 19, 2018, your multi-state license will be changed to a single-state license and you will only be allowed to practice in Colorado. 

For nurses with licenses issued prior to July 21, 2017:

  • You are grandfathered into the eNLC and retain your ability to practice in all eNLC states. There is nothing further you need to do.

For nurses practicing as an APN in Colorado with an out-of-state RN license:

  • No action is required at this time. Your out-of-state compact license continues to be valid in Colorado.

Those who fail to meet the new licensure requirements may still be eligible for a single state license.

New applicants for Colorado licensure will also need to obtain fingerprint-based criminal background checks. Information on obtaining a background check will be included in the application process, when available.

CNA Call for Volunteers

The Colorado Nurses Association is holding a special election for a 3rd ANA Membership Assembly Representative.

Key Points:

Role - Representative to ANA Membership Assembly

Term - 2 Year Term;  Eligible for 2 Terms of 2 Years

Meeting is Held in Washington DC, June 22 and 23, 2018

Funding: CNA will fund up to $1600.00 expenses for 2018 meeting;  It may be necessary to self fund a portion of fees

Position Description per CNA Bylaws:

    Section 4. Representatives to ANA
    Membership Assembly

A. The number of CNA Representatives to the ANA Membership Assembly shall be determined by ANA.
B. Representatives to the ANA Membership Assembly shall be ANA/CNA members elected by individual members of CNA by secret ballot. A mail or electronic ballot is permissible.
C. Representatives will be elected in odd- numbered years. Representatives shall serve for two-year terms or until their successors are elected.

D. Representatives shall not serve more than two consecutive terms. The CNA President, who also serves as an elected ANA Membership Assembly Representative, is exempt from this restriction. 

E. Vacancies will be filled by elected alternates. Alternates are those CNA members who run for ANA Membership Assembly Representative and are not elected. First alternate is the member receiving the next highest number of notes. Additional alternates are those members receiving votes in descending order. 
F. Any elected Representative to the ANA Membership Assembly will be removed if he or she is no longer a member in good standing of ANA/CNA. Representatives may also be removed for cause by the CNA Board of Directors.
