CNA Endorses Expedited Implementation of Enhanced Nurse Licensure Compact

Colorado Nurses Association Support for the Enhanced Nurse Licensure Compact Legislation

Colorado Nurses Association (CNA) fully supports the immediate enactment of the Enhanced Nurse Licensure Compact (eNLC) to assure consistent, safe, quality, nursing care for all Colorado residents.

Colorado Nurses Association appreciates the leadership of Senators Jim Smallwood and Senator Nancy Todd, Representatives Tracy Kraft-Tharp, and Hugh McKean in efforts to ensure continuation of the RN licensure compact through the proposed bill to enact and implement the Enhanced Nurse Licensure Compact by January 19, 2018

Colorado Nurses Association supports continued participation as a Compact State and the Uniform Licensure requirements proposed in this bill including federal background check.

Colorado Nurses Association is eager to work with Colorado Bureau of Investigations (Public Safety) and the Department of Regulatory Affairs to assure timely and efficient licensure processing to include these uniform requirements in support public/patient safety.

  • Colorado State benefits by bringing in new nurses to our state to fill vacant jobs while giving them the flexibility of continuing to care for their patients who come to Colorado from other states for treatment.
  • Colorado State employers’ benefit from this legislation in being able to provide 21st century employment for nurses who work in the areas of Travel Nursing, Dialysis, Telehealth, and others.
  • Patients in Colorado will greatly benefit by having uninterrupted care particularly in rural areas which may depend on nurses crossing state boarders from other compact states to provide needed care.

CNA Bringing "Defining Hope" Movie To Denver On Nov. 16

You are invited to the one and only screening of the movie, "Defining Hope" to be shown in Colorado! Efforts to bring this movie to Denver is credited to the combined efforts of both the Colorado Nurses Association and the Hospice & Palliative Care Association of the Rockies. The film has been completed and is being released in limited screenings across the country in November 2017, in honor of National Hospice and Palliative Care Month.

About The Movie
Defining Hope follows eight patients with life-threatening illness, and the nurses who guide them to make critical choices along the way as they face death, embrace hope, and ultimately redefine what makes life worth living. It is about optimism and helps us define what 'quality of life' really means. This movie explores what makes life worth living and what to do for ourselves and our loved ones as we get closer to the end of life. Through the stories of patients, families, nurses, and healthcare professionals, the conversation around quality end-of-life care is brought to the forefront.

How to I receive the contact hours available for viewing the film? 
Nurses will receive 1.25 free contact hours for watching the film and completing the evaluation thanks to the generous support of Walden University.  Walden University is accredited as a provider of continuing nursing education by the American Nurses Credentialing Center’s Commission on Accreditation.

To obtain your CE, please visit http://www.hope.film/cne. Your evaluation will NOT be available until AFTER the end time of your screening. If you attempt to log in to the system now, you will be able to pre-register for your CE, but you will NOT be able to complete the evaluation and receive your contact hours until after the screening. If you have any questions or issues with the registration system, please contact me after November 1st.

After you complete the evaluation, you will be able to download or print your certificate. For November screenings, your evaluation will be available until December 15th, 2017.

Gov. Hickenlooper announces resignation of Executive Director Sue Birch from Department of Health Care Policy and Financing

 
DENVER — Monday, Oct. 30, 2017  Gov. Hickenlooper today announced Sue Birch will leave her role as Executive Director of the Department of Health Care Policy and Financing (HCPF) to become the Health Care Authority Director for Washington State.
 
“Sue has ushered Colorado through incredible changes to our health care system,” said Governor John Hickenlooper. “With her guidance, we’ve expanded coverage for all Coloradans, streamlined services and worked to contain costs. She has been an integral part of my Cabinet and will be missed.”
 
Hickenlooper appointed Birch to lead HCPF in January of 2011. She was among the first of the Governor's Cabinet appointees.

“It’s been an honor to serve Coloradans over the past six and a half years,” said Executive Director Susan E. Birch, MBA, BSN, RN. “I’m proud of the steps our state has taken collaboratively with partners, providers and other stakeholders to be the healthiest state in the nation. I’ll miss Colorado but am excited to continue working toward health system transformation.” 
Under Birch’s leadership, Colorado has consistently ranked among the top states in health system performance and long-term services and supports on various national scorecards.  

Birch oversaw implementation of the Affordable Care Act (ACA) including the expansion of Health First Colorado (Colorado’s Medicaid Program) and served as a board member of Connect for Health Colorado. Prior to implementation of the ACA, Colorado’s uninsured rate was 14.3 percent, and now it’s 6.5 percent.  An estimated 600,000 Coloradans gained coverage since 2013 and many of the newly insured were eligible for Health First Colorado. 


Birch oversaw other changes to eligibility for public insurance programs including launch of the Medicaid Buy-In Programs for Working Adults with Disabilities and Children with Disabilities, the programs now benefit 7,462 Coloradans and 12 months of continuous coverage to children enrolled in Health First Colorado and Child Health Plan Plus (CHP+), currently more than half a million kids can benefit from this policy.


Over Birch’s tenure, significant modernizations to medical assistance eligibility systems, online application and improvements to consumer experience were made, most notable was an award-winning, real-time eligibility functionality and a mobile app. In 2016, due to improvements in processing of applications, a decades old lawsuit related to medical assistance application processing times was dismissed. 


Colorado was awarded numerous competitive grants to support innovation from the Centers for Medicare and Medicaid Services such as funding to improve the infrastructure of home and community-based services, 
the Comprehensive Primary Care (CPC) InitiativeTransforming Clinical Practices Initiative and $65 million for implementation to support integration of physical and behavioral health through the State Innovation Model program. Birch led work to improve the member experience including launching a member advisory council, improving member communications and renaming the Medicaid program to Health First Colorado.
 
Having been a public health nurse, Birch brought a prevention focus to administering programs. Other milestones of Birch’s tenure include multiple improvements to long term services and supports, addition of an adult dental benefit, tighter opioid prescribing and dispensing policies and improvements to the way care is delivered to more than a million Coloradans through the Accountable Care Collaborative
Birch will leave her position next month.
